Is it possible to speed up the rotation of the earth by 3-4 minutes by using the gravity from the moon/earth along with placed magnetic spires selectively place on earths surface??? -

Using the gravitation power of the moon & earth and selectively placing magnetic spires on earth's surface. If the earth would speed up it would eliminate stress on the earth's crust , stop earthquakes & volcanos & cool the earth down.
