If a planet is tidally locked to its star does that reduce the likelihood that its moons would be habitable?

Super-Earths and optimum habitability

It says here: https://www.space.com/super-earths-more-habitable-finding-more that "the most habitable planet would have roughly twice the mass of the Earth and be between 20% and 30% larger by volume". Why? Does optimum habitability depend on optimum gravity?
