I think water on Earth came from 4 main sources .. asteroids, comets, ice / snow, and steam from internal sources like steam vents. Steam and ice / snow may be the greatest factor. FYI .. Continental Land may have not have occurred until after Earth was a water world.

I think the Nebula clouds of gas are actually plasma clouds. Plasma is considered the 4th state of matter and is different that just normal gas. It is ionized gas. Plasma is more organized than random gas and is more controlled.
