X-Class Solar Flares sound cool. However, the article says no CME. But, if such were the cause of AT&T’s outage you would also expect higher numbers of outages with Verizon, T-Mobile, etc. as well as radio and digital TV outages, Internet outages, etc. This seems more like a really bad system...
