A number of questions.
1. Apparently AbZero is not possible to attain...Why?
2. Does the wave/particle duality..(at the quantum level) preclude absolute rest? (Heinsenberg Uncertainty Principle).
3. If yes...how can anyone speak of the Rest Mass of a particle?
4. It seems that the concept of "Rest" is an illusion...everything is in motion.
5. What is the origin..if any of this motion?
6. For general readers...there is no such thing as a "stopped" light wave (a still shot of a light wave)...a wave is something that is moving...it is never at rest (you need a movie camera).

Thanks for your answers if there is any hope of this crazy post being completely answered.

What? No its still impossible to obtain.
The Third Law of Thermodynamics comes in to play. If a pure crystalline structure is at absolute zero, it will have zero entropy. A non pure crystalline structure at absolute zero will have a nonzero value for entropy. So in order for that non pure crystalline structure to have zero entropy, it would encounter a negative temperature (in K or R) below absolute zero. As will the pure crystalline structure, furthermore it will encounter negative entropy…and we also get crazy things like a negative absolute gas pressure (has no meaning in physics) if it were true.

Impossible to measure is my guess.

Well in a sense the the event horizion of a black hole stops the light from leaving.

Simply there is no way to remove all of the energy from a system. We can get VERY close but just not all the way. One way to look at it is that heat always flows from hot to cold so how are you going to coax the last little bit of energy out of the system when you can't get a significant delta T, because you are so close to absolute zero.

Strangely worded question, but I think the answer is yes.

Rest mass is the nonrelativistic mass so the particle, so it does not need to be at a stop, just not zipping around at a significant percentage of the speed of light.

Energy. Temperature - the average translational kenetic energy of the molecules in a substance. Got a nice ring to it doesn't it?
