I would suggest that NASA approach the Russian and Chinese and European space agencies (as the ones with the most experience and/or space materiel) and suggest a set of additional agreements on the Rescue Agreement of 1968, between the States Parties, that take into account the changed circumstances of the 2020s. It would build trust at the very least.
