By that, they mean "if Starlink restores internet service to Taiwan after China disrupts during an invasion." Vlad Putin just wishes he had had some similar way to respond when Starlink kept Ukraine connected.

Although numerous hard kills would seriously pollute the near Earth orbit regime, it comes as no surprise that the CCP is working to develop such a capability anyway (despots gonna despot) but I'm fairly surprised they would announce it so publicly. This is probably intended as a warning shot over Elon Musk's bow.
