Maybe it would be better to somehow to amass all the defunct satellites into a space graveyard. Then have a space station where astronauts will dismantle and sort them for further use in space projects. At that point, you'd have an answer to two problems, space debris and having to launch stuff to use on the Moon, Mars or to build in space. With the funding coming from direct recycling and customers for future space products.
