To refer to this piece of debris as "falling" betrays an ignorance of orbital mechanics. Every object in orbit is technically "falling", but doing so high enough and fast enough to miss the Earth. And if you meant "falling" in terms of crashing into the Earth, that is the ultimate fate of nearly every orbiting object as well. It's just a matter of time.
