I was looking over at Garvey Spacecraft Corp's website, its a student group with the goal of designing a booster to put 10kg into orbit (http://www.garvspace.com/NLV.htm)

It had me thinking though: It is even possible for an amateur group to launch a small orbital booster without major headaches and costs involved in finding a launch range, and insurance costs? I remember Musk commenting that the insurance usually costs $600,000 per light regardless of booster size.
