Why is image of Titan so blurry. Intentionally blurred to hide what's clearly on surface??

The diameter of Titan as viewed from Earth is .7 arc seconds.
Hubble has a resolution of .04 arc seconds.
JWST resolution is .10 arc seconds.
Those pictures are as good as you are going to get from these telescopes.

What is the Juno probes resolution? In terms of image detail, aren't the missions to Jupiter providing more detailed pictures due to being much closer to the planet?
