President Bush has asked for 269 million dollars for NASA as part of the hurricane relief spending.

http://www.whitehouse.gov/news/releases/2005/10/20051028-6.html

This is important. The NASA facilities that were damaged by hurricane Katrina are going to be fixed regardless of if this passes or not. The problem is the repairs will have to come out of the present budget if NASA doesn't get the additional funding, and that means something else will have to be cut to pay for the repairs. This is something worth contacting your Congress critters about. Remember a program that you favor might be the one that gets it's funding reduced to pay for Katrina if NASA doesn't get this money.

Don't fall for the spin on the GAO report. The GAO monitors 23 federal agencies, 16 of them are out of compliance. Most of the GAO complaints about NASA concern possible abuses in the contracting system that could happen, not anything that has actually occurred.
