Why the station do not maintain a live cam like the ones in ISS?

There has been some footage from their station, but certainly not as much as ISS has provided. Maybe in time, but I doubt it.

Chinese are very secretive, they don't generally broadcast their launches live. Soviets never announced their launches ahead of time. Failures are easily buried. Neither society is very open.

See, one thing that is good for the public is the Cameras of ISS filming live 24 hours the planet ... I am admired that China does not install high resolution external cameras to face old ISS ...
