I think that commercial exploitation of space beyond LEO is the inevitable future of manned space flight.

As our global population grows, its requirement for metals will out pace practical terrestrial production barring some event that drastically reduces our population growth.

Overpopulation of Earth could perhaps trigger extra planetary population, but history has always provided mass extinction events that have ended the dominance of prolific and long lived species.

The only thing H. Sapiens has going for it (or against it) in terms of any prolific, dominant species is that we reach sexual maturity relatively rapidly, and that we have a short gestation period.

Barring an extinction event, it may well be overpopulation that drives us to colonize the Solar System. The Moon is problematic in terms of known or estimated water supply.

As things stand, it doesn't appear that it could sustain a large human population.

While Virgin Galactic might envision a "Lunar Lodge", it would be limited to those of great financial means, and of that demographic, the small percentage that would be willing to risk the trip.

In my opinion, Mars is a more likely suspect.

"2012..
