Moon group pushes for protection of ultraquiet lunar far side

That would have to include shielded electronics in an observatory’s own equipment, and any communications with Earth by the observatory would have to be by cable to relay stations located outside the zone. Orbiting craft may need to ‘blackout’ during passes.
 
I really don't know how they are going to accomplish this.

You can just say "half the moon is reserved for astronomers". It doesn't belong to them any more than it belongs to anyone else.

People are eventually going to be living on a base or bases on the moon, and they are going to need communications and entertainment satellites. Radio telescopes could be put in Lagrange points, or even on one of the large asteroids in the astroid belt.
