Can anyone clarify that map's content for me? are the time rings duration of visibility, how long after launch you should look, how long the effect is expected to last at that location, etc?

Article isn't really clear at all what to expect, and being in the last ring out (Wisconsin), I'm guessing I'll need to be looking in a very specific place for a very specific thing at a very specific time.

I THINK, the various circles represent how long after launch until the vehicle and/or it's payload may be visible from your location. So if you're in Eastern Wisconsin, 90 to 120 seconds after launch you may see the vehicle or (more likely) the brief light show that it's payload is supposed to provide.

Yes this is true as I have used that map for several launches from Wallops Island .Where I am about 30 miles northeast of DC , launches from Wallops are usually visible in my area about 30 seconds after lift off.
