The last space tourist has flown in 2009, now it has ended. I hope that the Russians build an extra Soyuz just for tourists to kick start the buisness again.

It has not ended. The problem is that as the Shuttle program comes to an end the ISS is relying on the Russian Soyuz exclusively for transportation. The ISS needs four flights per year, and the Soyuz production is currently four flights per year, so they are completely maxed out for supply. The Russians have made plans for adding production capacity for another flight per year for space tourism that should be ready in 2011.
