From KenCroswell.com:

Even though Neptune abounds with water, no ocean exists beneath its blue-green clouds, say planetary scientists in California. Nevertheless, Neptune may develop an ocean in the far future--after the Sun dies.

Well, that's interesting, especially in terms of the prospects for life. In an astrobiological sense, oceans are some of the most interesting places in the Universe.

________________

Repent! Repent! Both Uranus and Neptune have lots of water, but most of it is in the planets' interiors, under great pressure, so it is mostly solid. Take a look at the blue-green box entitled "Neptune Composition." Notice how MOST of the planet's mass is in the form of ice, which means water (H2O), methane (CH4), and ammonia (NH3). Of these three ices, however, water is the most common, because oxygen is more abundant in the universe than carbon or nitrogen.

Yes. The internal composition of Neptune is considered to consist of a Silicate-Rock core with a large methane, ammonia and water-ice mantle beneath a very thick atmosphere.
