So, err, there are international treaties about exploring the moon, which 95% of the world's countries will never have a rocket capable of reaching. But no treaties about billionaires littering the night sky with satellites so they can make more billions selling Internet access.

We should regulate everything as hastily as possible! /sarc Don't let perfect be the enemy of good. IIRC., The Artemis Accords cement the Artemis program internationally, and peaceful international cooperation is (probably) more important than astronomy and whatever profit Elon makes on Starlink.
