It seems to me that our recognizing any alien technology will depend upon how close to or similar to our technology it is. More than likely any extraterrestrials would be using "stuff" that we don't recognize. Or just maybe there are no extraterrestrials. Anyhow, this seems a worthwhile project to provide science jobs and may produce unanticipated knowledge.
