Question about intentionally altered reality.

I remember there was a discussion, I can't remember if it was this forum or not, about a news article on external means of altering someone's visual perceptions. I remember I commented how do we know that's not happening to us now with some advanced race.
I was trying to find that discussion or the news article. Anyone remember it?

Don't remember the specific thread, but a lot of work has been done in the US and Canada by DARPA and other military agencies that involved using targeted magnetic fields to alter perception.

Everything from mood alteration and dream states to ghosts and auditory illusions were produced. Rather basic tech too - coils, oscillators and pulse generators mainly. Doing that remotely would be another matter, but not likely as hard as most would think.

Thanks. That sounds like what I was looking for. I had a vague recollection that the news article was about stimulating certain sections of the brain externally, that is, without having to insert electrodes.
I was thinking about this for medical applications such as for example restoring the sense of sight or hearing.
