Scientists don't calculate climate using their brains since computers became something beyond 16 bits and could collect and process large enough (compared to before) data and variables. Weather balloons can be launched by a cleaner hired to sweep dust and at a much lower cost than some "scientist". By the way, it is probably possible to launch them automatically by a machine. Use launch of balloons for justification of maintaining a bloated staff of workers is a kind of childish stubbornness and when it comes out articulately from an adult, it seems as if he has some kind of mental problems for which he would be better off seeking help.
