Can anybody tell me if partial solar eclipse on september 7 is visible from India?

Oh what I have done!!It is partial lunar eclipse.NOT PARTIAL SOLAR ECLIPSE.Sorry.

You were probably thinking of the Annual Solar Eclipse on September 22nd. IIRC, it will regrettably not be viewable from India.
