Share what with whom?
In what proportion?
The only practical solutions are either everybody gets nothing (like Antarctica) or those who actually make it up there get exclusive economic zones.

If it's up to the UN, nobody will ever get or do anything.

No regulation at this time. Let's let the people who work and live there do that. Lets start with free and open market capitalism and see how quickly the moon will turn into a garden instead of the Lunar version of New York or Chicago or the San Francisco wasteland.
