Starship development may still be Raptor limited. They have shown 3 raptors with serial numbers around 20 at the development site, but IIRC Musk tweeted a few weeks back that they had produced 20-30 Raptors so far. Unless I'm mistaken, a preburner and short engine fire test was done with Raptor SN18 which was subsequently removed for this higher pressure and hydraulic cylinder mock up engine load test. But it seems from photos the Raptor that was then mounted for further tests is SN20.
