Well, China and France and Russia have all proven that they're willing to sell military-grade hardware to any nation that will pay, regardless of sanctions or embargoes... So if Libya didn't have the tech to do it themselves, they could always get the material from outside. *sigh*<br /><br />--Noel<br />

euh, the satellite that was blocked came from one of the Arab Emirates? Care to explain why that should lead to attacks on a country who's weapon embargo has just been lifted after it had rendered its WMD technology and accepted blame for various terrorist activities.<br /><br />*shakes head*<br /><br />
