Can a meteor (consumed in the atmosphere) cause a crater by an explosion?

If it can cause crater, is it an impact crater?

BTW, the paper in Earth and Planetaary Science Letters is correctly entitled:
Stirred not shaken; critical evaluation of a proposed Archean meteorite impact in West Greenland
