3 progressively better interstellar power sources

NASA can go to big stars not too erratic with solar panels. Flares will periodically destroy them. This is risky. Brown Dwarfs can be metamaterial lensed in the infrared. The lens itself can stop cosmic rays, but there is unlikely to be a way to stop cosmic rays. This is okay risk, safe enough for civlians. Big solar systems should have super Jupiters. Where these are far from the flare risk, they can eventually be used to turn magnetic screws. Maybe not yet next century. This is safe enough for important civilians.
