Considering the amount of energy/mass you need, it is just impossible with current tech to do on open space. It is a real possibility on lunar or martian stations, though, albeit unreasonable expensive with current tech, too, but possible at least. To get to Mars we will need faster space traveling or figure a way to make people survive 4 years without gravity, though.

All that’s needed is an inflatable hula hoop. An a few impulse pods. It can be modified/finished from orbit.

All new stations should have gravity at this time.

Yes, I was thinking mostly for a on-station structure first. Eventually the tech to mary a propulsion system would be possible. I think you'd have to develop a radiation shield also to do open space. Too much of a jump for now on that part of the plan. Expensive yes but think of all the wasted money we've spent trying to beat gravity's effects. The public sector is now in a position to launch a micro gravity station for Zero-G manufacturing and experiments.

Inflatable flexible tubes added together formed into a loop should give you the structural integrity for rotation. A quick basic gravity structure. We can improve as we learn. Should have been done years ago. We are way behind for any space habitation. Gravity is a human requirement.
