So, the question is, which planet was farthest away from Earth in 1999?

OK, I said Neptune - but now I am wondering since you did not ask which planet is furthest from the sun!

I heard that Saturn is currently close to earth compared to average - quite independent from its distance from the sun.

OK the 1999 was to big of a clue.

(Total Votes: 6)
Pluto
0 (0%)

Neptune
6 (100%)

Uranus
0 (0%)

Neptune

Based on average distance of any planet from the Sun, Pluto is the outermost. But Pluto's orbit is rather eccentric and untill the year 1999 Pluto is closer to the Sun and to Earth then Neptune, who's orbit is nearly circular.

www.siriuslookers.org
