I'm confused too, because doesn't a Statement Of Work normally occur only when a contract is actually given? Now, you can have a SOW and still not have the contractor picked out; this is how it's done if you're trying to get multiple teams to compete with the product, not just the proposal. I know of a couple of projects like that where I work. There's a SOW for each of the main teams, bringing them up to the point where the competition will occur, at which point only one team will get a SOW for the remainder of the work.<br /><br />But I didn't think CEV was going to be done that way.
