The gas and dust in space - what is the dust, just debris from collisions of things?

Yes, and super nova explosion debris.

And why don't they aggregate and form spheres of some kind?

Because the density of dust to space, is extremely low. Think about how many cubic light years of space there is!

Or are they in the process of doing so?

In certain areas of our galaxy (and others) it is. But in intergalactic space, it's not likely.
