The ISS has done nothing at all for eight billion humans at a cost of billions and billions of dollars over many years! I recommend a heading change here for an overall near Earth orbital coverage reaching from here, low Earth orbit, deep into the future near Earth!

It can cover everything near Earth, from low Earth orbit to the Moon, to the Lagrange Points Frontier surface of space.
If not that, change 'Our Solar System' to 'The Near Earth Lagrange Frontier and Our Solar System' . . . though it will NOT go deep enough into the possible future near Earth!
