In order to gain technological advantage, a country hires a team of crack scientists and engineers (and their families most likely) and puts them in an university town that is self-contained in terms of power and supplies. Then a field of sorts is generated around the locality, accelerating time inside it by orders of magnitude.
The scientists work on theoretical issues while the engineers build gadgets, their time moving much faster than the time outside of the field. After ten years, the field is stopped, and for the rest of the universe only a day has passed. The engineers and scientists are invited to share the results of their work, and get paid humongous amounts of money, naturally, for having been imprisoned for so long.
It's the reverse of time travel

http://asteroid-invasion.blogspot.com

http://www.solvengineer.com/asteroid-invasion.html

Just some (hopefully constructive) thoughts because I think you'll need to flesh out the idea further

It sounds like a promising idea, but would need the results of their work to be something far more impressive than the already very impressive time accelerating field. How long did they take to develop the "time field" before this grand enterprise could take place?

If they already have technology that can mess about with the fabric of space-time, what new technological advantage do they need, and more to the point, why do they need it? What are they going to do with something like that?

_______________________________________________
SpeedFreek

How does entering a strong gravitational field affect your perception of time?

So there's no gravity? I don't get it. Is this town orbiting a planet?

Outside the problems already address, it also sounds a little like "Eureka."

Mere precedent is a dangerous source of authority.

-Andrew Jackson (1767-1845)
