In fact, one of the reasons the "Mars Underground" movement started (think of it as the Direct 2.0 of the early 1980s) was due to the fact that there was no support politically and therefore no support within NASA to go to&nbsp;Mars.&nbsp;In fact, during an ad-hoc Congressional budgetary meeting in the mid-70's the specter of the Soviets going to Mars was raised and one senator quipped: "Let the Reds have the Red Planet."</p><p>Indeed, the ISS (once called Freedom) had support via the Reagan administration, but it was based on 2 things: the Shuttle's "success" (as of 1984) and the Russian Salyut series and the upcoming Mir. Once Challenger occurred Space Station Freedom was rapidly rescaled to Space Station Fred, and STS has limped along since.</p><p>I can't see anyone choosing Mars transfer at that time or this. And outside of ISS being sold as a place for STS to go, I can't even see why it exists.</p><p>Lots of money, no direction.
