We have transitioned for cargo from the government being the reseller of launch services that were actually provided by companies to companies directly offering launch services to all. The transfer took place during the 90's. The remaining item not yet transferred is human spaceflight. We are in such a confusing time now because we are at the transition point.
Some believe NASA should be the designer of all NASA used vehicles. Currently the only vehicle that NASA uses that was designed by NASA is the Shuttle. All other vehicles it uses are designed by private companies with little input from NASA. Most of the input on these vehicles if any came from DOD (USAF specifically).
