Won't be easy to enforce any regs on the Moon. One reg that should be in place is that any country with a failed manned mission will be forced to recover the remains. We don't want to look at the Moon and think of it as a graveyard. Jeezzzz.......

And we certainly should preserve Neil's first boot print, since that would be a great place for future billionaire vacation spots. It won't last that long anyway with all the micrometeorites hammering it constantly.
