I think new methods and protocols should be tested and completed by the Space Force. Let them developed their expertise. After it can be done safely then turn it over for commercial use. The military is the only reason for manned space today.

Space Force should be the ones going to the moon.

There is nothing of value for civilians.

Just a civilian supposition.

In my uninformed opinion all state funding for space is for military and security purposes. And the rest is PR. Lipstick. Including treaties. And any state who suspects for their security, will break that treaty in a heartbeat.

It would be their duty. There is no world duty. That's lipstick too.
