Over 14,000 satellites and 120 million pieces of debris from launches and collisions surround the globe in low Earth orbit, data from US-based Slingshot Aerospace showed. A UN panel called for a shared database of orbital objects and an international framework to track and manage them. Point 1 - please provide a link, the tracking of orbital debris includes items as small as around 1cm and are paint flakes from launch vehicles and expand right up to defunct satellites that have run out of fuel to maitain their mission profile.

Point 2: The UN - really, they are helpoful and effective at moderating anything except distrust and division, so lets ignore the UN shall we.
