Is it possible to make a system or a program which answers for an entered topic by making a research paper from
collecting information from all websites ?

We already have such a system. All internet activity is recorded. And all website data.

PLUS all of your personal data. All is recorded. All of you and your family has been and is being recorded. Even your hourly locations. The only problem for the overseers is looking it up.

Which if not already, will be available soon with A.I. Data banks. Which are being built all over the world. And the power generating supplies for it. Big time.

The quest and necessity for information will disregard any power/environmental restrictions.

And all of this data is being used all the time with your permission. Just read the fine print.

All of this data will lead to many insane academic conclusions. About society. About everything. Which will be used for policy decisions in the future.

And by now we should all realize how corrupt we are. Human values will become statistical values.

A.I. does not have to enslave us. We are more than willing to go.
