I read the article on esa.int some days ago, I didn't consider it too spectacular. <br />The treaty is mainly for security and military programs like GMES (Global Monitoring for Environment and Security), and for international relationships.<br /><br />A quote from Commission Vice-President Günter Verheugen:<br />"Moreover, space has always been a source of inspiration which helps people to think outside and beyond the limits and to innovate. Today's proposal marks a milestone, to ensure that Europe does not miss out on the important opportunities that space technology offers. "<br /><br />I hope these words are turned into deeds and that next year they accept Russia's offer to build a moonship.<br />Because one European astronaut around/on the moon is still more inspiring then a GMES, Galileo and all other Europe's civil and military programs together.
