Only 1) a large change in the observer's position, 2) materials with different reflective properties on the balloon, or 3) powered lights can cause this appearance. Ever seen a shiny weather balloon with a see-through red color? Ever seen a weather balloon that glows entirely?<br /><br />The sun moves too slow in the sky to make a significant change of appearance in the matter of seconds. Balloons cannot increase their brightness within seconds by making fast changes in position.

This means that the sun is not directly behind the camera. Actually, the sun is setting on the left hand side of the observer. That means the observer is facing north. Since there is not a bright source of light from the south, then we can say that the object does not reflect light as a means of attain its extremly high level of brightness (ex. look 2 posts downward). There must be another way that this gets extremely bright.<br /><br />Smog is unlikely to exist in Rural country unless if there is enough nearby factories to account for smog such that it would be possible for this picture to actually be a picture where the observer is facing east.
