The article says "Nearly a century after dark matter was first proposed to explain the motion of galaxy clusters, physicists still have no idea what it’s made of. "

If the motion of galaxies, gas, and stars in spiral galaxies are not bound by gravity, there is no need for DM but BB cosmology and timescales are challenged by such an interpretation of motion (i.e. much of the matter in galaxies are not bound, thus dispersing and not completing multiple revolutions, DM is the glue to hold the stuff together vs. dispersing motion).
