The Splashdown and Civilian boats.

How is it possible that civilians were able to honestly get that close to the Astronauts? I know the Coast Guard was there providing security and support, so it doesn't make sense that the boats were not stopped in time before they got near them. I feel like there was a bit of negligence or just a lack of awareness at the event, even though it is supposed to be a historic mark in the U.S.A's return to manning our own space flights...
