why don't we launch from the indian ocean?

It is densely populated now. They have some additive manufacturing clay. Microwaves are less likely to be conked out by Lunar Dust then are smaller wavelengths such as millimeter and laser. They seem to get by on economy of R+D with restaurant ovens. Canada has a trade delegation and would do well to find space synergies making in situ space clay and Lunar microwave science and manufacturing. I intend to use St. John's and save money using nano-piping clamps. India would need a comparative advantage to outweigh a crowded nearby Ocean. There aren't too many military base islands like further East of Indian Ocean.
