Are they looking to build anytime soon: Navigational and Communications aids about the Moon and about the Sun to assist in Lunar, and Solar navigation's and comm to the Earth and about the Solar System between Xtra- Terran locations?
I can see advantages in having cheaper reliable accurate navigation, and uninterrupted high-speed broadband over the near solar system.
By putting Navaids in the Lagrange points you could place satellite in polar orbit about the Sun and have not only look down on it, but be able to observe the solar ecliptic for killer asteroids by the reflection of the sun at an angle. Using multiple satellites you could do 3D modeling of the Solar Systems objects.
A Lunar Positioning and Communications System could use a Lunar surface transponder relay for continuous Earth communications to and from polar orbiting satellites. This would give us 24/7 communications highly accurate navigation's and positioning for scientific, exploration and infrastructure for future mining colonies. Add in thermal imaging and camera look-down and emergency problems would be reduced.
