Ares I cost?

I saw some story recently that claimed the Ares I total cost from it's beginning through the first flight to the ISS is programmed for $35 billion! :shock: Can that really be correct? I would think costs of that magnitude would include the entire Constellation program, the combined development costs of Orion plus Ares I plus Ares V plus the Altair. So which is it? Links to supporting information very much wanted. Thanx.

I feel certain that some of these cost estimates include health insurance for the guy that changes the toilet paper rolls.
