This could very easily be a crew member from the подводн-корабль 1, Russia's Military spaceship submarine that was lost in orbit about 40 years ago. There has been some wild speculation out there as to where they landed. They arrived via an extremely long water spout that stretched from the oceans of mars (now dried up, all of the water was sucked up by the water spout and sent to earth) to the oceans of earth. But the one shown in the NASA image is not alive, it is petrified. She was left behind when the last of the oceans were sucked out before she could jump in.

Someone that can be relied on to handle emergencies like that certainly must be qualified to do photo analysis.
