These funds are not extra money, all the money would have to be borrowed before it could be spent. The Constellation program, unfortunately, produces no financial returns or practical benefits so it is difficult to justify borrowing to fund it.We have $200 Billion in TARP money that is unspent. We could buy a new rocket in no time at all. The Stimulus money is not all spent either. There is about $400 billion left there.
However I have noticed that despite the Augustine Commission flatly recommending that the Ares be canceled, NASA is still going full speed ahead with it.
