Can't NASA just be shut down and remade as something else?

I would like to see aeronautics taken away from NASA and the old National Advisory Committee on Aeronautics (NASA's predecessor) re-established to take over whatever aeronautics research/technology we need to have the government involved in. This is not because I think it is not important, but because I think it is TOO important to have to compete with space budgets.
